New Umrah Rules by the Ministry of Hajj and Umrah for Visa Holders

Are you planning to go for Umrah anytime soon? Then you must have the latest information about the latest Umrah visa rules introduced by the Ministry of Hajj and Umrah. This information will not only help you plan a DIY Umrah but also book Hajj and Umrah deals.

The Saudi government has recently introduced some changes regarding the type of visas with which a Muslim can perform Umrah. In this post, we will explain these rules/changes made by the ministry. Keep on reading as this post will make your Umrah planning easier.

New Umrah Visa Rules 2025: What Every Pilgrim Needs to Know

Before we get into the details of these rules and the types of the visas, let’s read the ministry’s post on X to get a clear idea about these rules.

“Planning to visit Saudi Arabia and perform Umrah? You can perform Umrah rituals with any type of entry visa. To facilitate the performance of Umrah for the guests of Allah, all visa holders are allowed to perform the rituals. This includes: personal and family visit visas, transit/stopover visa, work visa, tourist evisa, and other visa types. For a smooth Umrah journey, visit the Nusuk Umrah platform, choose the suitable package, and get your Umrah visa instantly.”

These changes come as no surprise as the country has been easing visa rules for quite some time. All of such developments are closely related to the Saudi Vision 2030, which aims to open the country to more and more people and make it easy for everyone to visit the country. Numerous steps have been taken in the recent past that have made the kingdom more accessible to both Muslims and non-Muslims.

As of October 2025, a Muslim having one of the following types of visa can perform Umrah without any restrictions.

Personal and Family Visit Visas

This category is a new addition to the different types of visas on which Muslims can perform Umrah. If you are visiting the country to meet your friends, relatives, or family members, you can also perform Umrah.

Personal and Family Visit Visas

The personal and family visit visa is issued upon the request of the person living in Saudi Arabia and is himself working there through proper channels. In the past, this visa only let you go to the city in which the person lived but now you can travel to Makkah and perform Umrah as well. You can also visit Madinah to pray at Masjid e Nabwi. However, you still have to book your appointment through the Nusuk platform to plan your journey and make necessary arrangements.

Electronic Tourist Visas

The residents of many countries are allowed to apply for electronic tourist visas to visit the country. The introduction of this type of visa was truly a revolutionary step in the tourism domain of the country and it won’t be an exaggeration to say that it completely revamped the entire outlook of the tourism scene in the country. The good news is that you can also perform Umrah with this type of visa now.

It doesn’t matter if you are going to the country for fun or exploring the country’s landmark; going to Makkah and Madinah is now quite easy with this visa. Simply book your visa online and visit the Nusuk app for booking hotels and other essential services that you will need during your stay in the holy cities.

Transit (stopover) Visas

Saudi Arabia lies in the centre of the Middle East and many flights stop at Jeddah as it is a major connecting hub in the region. For the Muslims on these flights, the freedom to do Umrah on a transit or stopover visa is big news. The visa is available at the airport and lets you stay in the country for up to 96 hours. This is more than enough time for you to perform Umrah. Even 8 hours are good enough for one Umrah. If you have landed at Jeddah airport, get the transit visa from the airport, take a cab, bus or train from the airport and reach the holy city. The train is the best option as it takes only 55 minutes while by road you will need 90 minutes or even more if the traffic is bad. One Umrah usually takes 3 to 4 hours to complete. So, keep all the logistics and times in mind when planning your journey.

Transit (stopover) Visas

Just a tip from our side: if you plan to perform Umrah in this way, make sure you wear Ihram before the relevant Miqat depending on the direction from which you are coming. Otherwise your Umrah will not be accepted or you will have to go to Masjid e Ayesha to wear Ihram and then enter Makkah.

Work Visas

Saudi Arabia is like a temporary home to millions of Muslims from all over the world. These people are like the backbone of the Saudi economy as they are involved in almost all the sectors. For all such people, the ability to do Umrah on a work visa means a great thing.

They can simply get in their car on the weekend and go to Makkah to perform Umrah if they are coming from cities like Riyadh, Jeddah or Madinah. Just imagine living in the holiest country in the world and going to see the House of Allah without any restrictions. If someone lives nearby, they don’t even need to book a hotel as they can manage one Umrah in a day trip.

Other Visa Types

Although the visa types have not been clearly mentioned in this type, it is likely that student visa holders or people with various temporary entry permits can also perform Umrah as well. This policy is also in line with the goal of making Umrah easy for every Muslim entering the country legally regardless of the purpose of the visit.

How to Book an Umrah Visa from the UK?

If the purpose of your journey is only Umrah, then you should simply go for a specific Umrah visa. The above visa types are introduced to make Umrah easy for people who don’t specifically have an Umrah-only visa. Here is how you can book an Umrah visa.

Choose an Authorised Umrah Travel Agent

There are plenty of Umrah travel agents in the UK. You must only select one that is approved by the Saudi Ministry of Hajj and Umrah and also registered inside the country. Simply search for the agency only or ask around for some references. After you have a few names, check their status and review customers’ feedback.

Check the Packages

Browse the different types of deals they are offering. If you want a comfortable pilgrimage experience at an affordable price, go for group Umrah. These deals come with shared amenities but the prices are quite low.

Submit Your Documents

Prepare all the required documents and submit them to the travel agent. The booking agents will handle the rest and you will get the visa in 3 to 7 working days. Before finalising all the details, don’t forget to bargain the final price.
